In Texas, the hardship letter must appear on the attending physician’s letterhead with the physician’s signature. The hardship transfer request must be mailed to the Texas Department of Criminal Justice Classification and Records Department.

In California, the hardship request must be sent to the classification and parole representative at the institution’s case records office.

Transfers are reviewed based on special housing needs, inmate medical conditions and other hardship transfer requests; a correctly filed request does not guarantee a transfer.
