The state of Wisconsin prohibits anyone under the age of 18 from receiving a tattoo. This applies even if the minor has parental consent for the procedure.
The state of Wisconsin prohibits anyone, other than a physician or a licensed technician under a physician's supervision in the course of their professional practice, from tattooing a minor or even offering to tattoo a minor. The state can revoke the license of any non-medical tattoo artist who tattoos a minor. Unlicensed tattoo artists often hold tattoo parties to get around the prohibition. The CDC cautions that these parties are unsafe, citing increased risk of exposure to HIV and hepatitis C.
