The Americans with Disabilities Act mandates that handicap-accessible toilets for adult use must have seats located 17 to 19 inches above the floor. The bathroom stalls for these toilets must be at least 60 inches wide. Toilet-paper dispensers must have outlets 14 to 19 inches above the floor.
The ADA regulations on toilet-seat height are different when the facilities are for children, such as in schools and day-care centers. The seat-height regulation for children ages 5 through 8 is 12 to 15 inches above the floor, and the regulation for children ages 9 through 12 is 15 to 17 inches above the floor.
