Was Frances Burt a Criminal?

Frances Burt was convicted of several crimes, including kidnapping, extortion, arson, sexual assault, racketeering, welfare fraud and disability fraud. She fostered children, and she both abused and forced them to shoplift for her.

Frances Burt committed these crimes alongside her husband, Walter Burt. The pair was convicted for their crimes in 1993. One shocking aspect of the charges filed against the Burts includes a police raid that ended with the discovery of a mentally handicapped woman who had been locked in the Burt’s basement for 10 years. In 2004, CBS made a movie entitled “Family Sins” that dramatized the acts of Frances and Walter Burt. Their son, Rodney Burt, has also written a book about growing up in their household.
