For example, killing another person is typically labeled deviant behavior unless the action occurs in the context of war. Stealing is considered a type of deviant behavior, but in famine-stricken locations, a mother stealing food for her children would most likely not be labeled as a deviant person. The beliefs, rules, and regulations established by the society in which the actions occur typically set the standard for which actions are considered deviant and in what circumstances.
