To conduct a vote of no confidence, an opposing political party must propose the motion and have it voted on by the majority of the elected parliament or congress. A vote of no confidence is used to censure a political party with respect to an aspect of its policy.
A vote of no confidence is primarily used in parliamentary systems. According to most constitutions, a vote of no confidence can only take place periodically, so members of an opposition party must have a valid reason to vote their political opponents out of power. In the United States, a vote of no confidence may be passed on a member of the executive branch, but it has solely symbolic meaning. When a politician is taken out of power, an impeachment usually occurs, followed by a recall election.
