The softest toilet paper on the market is Quilted Northern Ultra Plush, according to the Good Housekeeping Research Institute. It was also rated as one of the strongest toilet papers.
When put to the test, the 3-ply paper held up well and took longer to dissolve or break down. White Cloud Ultra toilet paper also scored well when tested against many other brands. Both of these types received an A- rating during the factory testing. Many types of Charmin and Angel Soft were given B ratings due to their softness. Simply 500 and Simply Soft toilet paper brands received lower ratings.
