During his first term in office, George H.W. Bush negotiated a budget compromise with Congress which included budget cuts and tax increases designed to reduce the nation's budget deficit. He did so in the knowledge that his position was very unpopular with his supporters and that he would be castigated by the conservatives in the Republican Party. He knew he was risking his reelection but believed reducing the deficit was the greater good. President Bush lost the next election.

On January 8, 2011, Representative Gabby Giffords was shot in the head by an assailant in an attack in which six people were killed. Gravely wounded, she resigned her office to undergo rehabilitation. On the second anniversary of the shooting, while still in her own recovery process, she founded Americans for Responsible Solutions to encourage people, and especially Congress, to support measures to prevent gun violence and find strategies for responsible gun ownership.
