Sources of images depicting poverty that are free for personal and commercial use include the Library of Congress website and Flickr. However, not all images posted on either site may be used without payment, and other restrictions apply.
Flickr allows users to search by image license type, including for works with different types of Creative Commons licenses, works with no known copyright restrictions, and works of the U.S. federal government, which are not subject to copyright restrictions. Creative Commons licenses require credit be given to the creator of the work and often disallow the use of licensed works for commercial purposes or in derivative works.
Not all images on the Library of Congress website are works of the U.S. government. Use of works by the federal government may not be used in certain ways or for certain purposes, and use may also be restricted because of privacy or publicity rights.
