Moore was born on an Army base in Green Bay, Wisconsin, and grew up as part of a large family in Arkadelphia, Arkansas, where her father was the manager of a local movie theater. Though sexually abused by someone who was not a member of her immediate family from the time she was a little girl, she describes how God's Word and Spirit equipped her to turn around and ultimately minister to other women.

Moore states that the insecurity she once experienced in life stemmed largely from her early abuse, and she had to have a daily, vibrant relationship with Jesus to survive the process toward healing. As a result, she now encourages her listeners to pray earnestly and never give up. She believes God manipulated things in her life so she could share them with her audiences because he knew there would be people who needed to hear her story.

After she began attending Houston, Texas’ First Baptist Church in 1982, she launched a Bible study that eventually grew to 2000 weekly attendees. Over the years, Moore has developed various video curricula and Bible studies and written several books. Her practical teachings have led to invitations to speak at conferences across the nation and in numerous countries.
