For New Orleans, I would post to the New Orleans Forum, as few read the generic State of Louisiana Forum.. I agree that finding a time, with no fairly major events, or festivals, is getting more difficult. We have traveled in Dec, as most of our business travel is winding down, or over - though one year, we dovetailed an extended stay, from a major healthcare symposium, so Dec is not immune.
