The term "civilization" does refer to cities so I guess a preference for less inhabited areas makes one "uncivilized" or maybe more accurately something like "rustic." I guess the image I have of "civilized" is being civil, restrained, polite, settled (in the sense of not being nomadic), and avoiding violence except for self-defense.
