Diners Club does not issue cards. Diners Club International licenses banks to issue cards in a specified geographic area. For the past three decades this has not been apparent because Citibank owned both Diners Club International -and- was the card issuing franchisee in many areas.

There's a statement in one of the brochures that, when travelling internationally, I can use my Discover Card where ever I see the Diners Club logo. The same brochure says that, domestically, to continue to use my Discover Card. Sounds like Diners Club (formerly available in the USA) is not available domestically.
Furthermore, consumers can now apply for the Diners Club Premier and Elite cards here. Similar to the professional cards, these personal cards have an annual fee of $95 and $300, respectively. Because different operators administer each regional Diners Club program, the application process is far from uniform.
