en.wikipedia.org/wiki/Borate

The simplest borate anion, the orthoborate(3-) ion, [BO 3] 3-, is known in the solid state, for example in Ca 3 (BO 3) 2. In this it adopts a near trigonal planar structure. It is a structural analogue of the carbonate anion [CO 3] 2-, with which it is isoelectronic.Simple bonding theories point to the trigonal planar structure.

The borate ion is an anion, which is an ion with a negative charge. An ion with a positive charge is called a cation. The minus three charge of the borate ion means the ion contains three more electrons, which carry a negative charge, than it does protons, which carry a positive charge.

Borax as a source of borate has been used to take advantage of the co-complexing ability of borate with other agents in water to form complex ions with various substances. Borate and a suitable polymer bed are used to chromatograph non-glycosylated hemoglobin differentially from glycosylated hemoglobin (chiefly HbA1c), which is an indicator of ...

Some folks didn't do too well in their chemical nomenclature lessons. Cobalt (III) borate Borate (BO3^3-) has an oxidation number of -3, so Co must have an oxidation number of +3. You won't find any ions of cobalt or borate in a solution since this compound is quite insoluble. Also, the bonds in the CoBO3 will be polar covalent.
