I did a study where I sent a survey to random people on TaylorConnect.com (Taylor Swift official forums) and found that 85% of the high school students surveyed (300) felt like the administrators at their school spent most of their time dealing with cell-phone related issues while other more serious issued (cheating, stealing) were being ignored.
