The military does sell surplus Humvee vehicles to the public, as of 2015. The program began in December 2014, with prices for used Humvees starting at $10,000.
The Humvees sold by the military are all genuine HMMHV vehicles, rather than the truck-based Hummer vehicles sold by General Motors in the past. However, the government has placed several restrictions on their sale and use because of their status as military equipment, including the stipulation that they are for off-road use only. This makes it impossible to get conventional vehicle licenses and plates for these Humvees. The military has stripped the vehicles for sale of military hardware and armor plating.
