The hours of operation for the Department or Division of Motor Vehicles varies by location, but are generally open during normal business hours, from 9 a.m. to 5 p.m. These departments are separate entities from each other, operated by state governments.
Many state agencies separate driver licensing from vehicle title, registration and licensing functions into two different government entities. Alabama, for example, has a Driver License Division, under the jurisdiction of the Alabama Law Enforcement Agency, and a Motor Vehicle Division, operated by the Alabama Department of Revenue. Hawaii is an exceptional case; it has no state government agency for driver and vehicle licensing, but instead delegates these functions to local governments.
