As of 2015, seven manufacturing plant located in North America, Europe, Mexico and China manufacture Cooper tires. The company also operates a manufacturing location in Clarksdale, Mississippi, that focuses mainly on the production of bladders and mixing rather than Cooper-brand tires.

All of Cooper Tire & Rubber's manufacturing facilities in North America are based in the United States in Findlay, Ohio; Texarkana, Arkansas; and Tupelo, Mississippi. The company also operates a tire and vehicle test center in San Antonio, Texas. Cooper Tire & Rubber designs and tests its products at three technical centers in Findlay, Ohio; Melksham, England; and Kunshan, China.
