Pep Boys stores offer state safety, emissions and smog tests in all New Hampshire, New York, North Carolina and Pennsylvania locations. Vehicle smog testing is available in California only.

Most states require safety or emissions testing on vehicles either annually or every other year. States with no safety or emission testing requirements include Arkansas, Florida, Iowa, Michigan and Montana, as of August 2015. States with annual vehicle safety inspections include Louisiana, Maine, Massachusetts, New York and West Virginia.

Vehicle inspections began in 1977 with the implementation of the Clean Air Act by Congress. This program required states with high pollution in major cities to undergo vehicle emissions testing. Certain states such as Kentucky and Minnesota recently received permission from the government to opt out of the state inspection program. Some states also implement vehicle identification number inspection programs, typically for the registration of out-of-state vehicles. States with VIN inspection programs include Illinois, Kansas, Nevada, New Mexico and Oklahoma.
