A car can be purchased by someone who does not have a driver's license, and its title can be transferred to that person. However, some states may require the individual to have a license in order to register the car.
A car can be purchased without a license, but it must still be registered before anyone can operate it. Registration generally requires proof of insurance. It is possible for someone with no driver's license to get insurance and register a vehicle in some states if he can demonstrate that he is not personally driving the vehicle. Otherwise, the buyer can purchase the vehicle, but he cannot obtain insurance without a driver's license and therefore is unable to register the vehicle.
