As of 2015, the cost for an ID renewal or original ID is $16 for individuals younger than 59 years of age, and $6 for anyone over 60. Required documents for first-time applicants are the Application For Texas Driver License or Identification Card, or Form DL 14-A, in addition to a proof of identity such as a valid U.S. passport, military ID, driver's license or birth certificate. The DPS provides an extensive list of acceptable documentation.

To renew or change the address of a currently valid ID, visit TXapps.Texas.gov, and select the Drivers link at the top of the page to see a list of options dealing with ID reinstatements, title transfers and registration services. Select Driver License/ID Address Change and fill out the provided form. After logging in, make necessary changes and requests, and submit the information. After payment, print a temporary ID. The state mails the new ID within two to three weeks.
