Otay Water's online billing customer support requires a customer to enter her name, account number, service address and contact preference. A customer must also select a subject for the inquiry from a drop-down menu and may type a message up to 1,000 characters. The customer can expect to receive a response within two business days between the hours of 8 a.m. and 5 p.m. She has the option of choosing contact via email or by phone.
