The U.S. Department of Health and Human Services Section 508 compliance checklist is available at Hhs.gov/web/508 as a Word, Excel or PowerPoint document or a PDF, HTML or multimedia file. The checklist, useful for compliance reporting or as a desk reference, is a tool for ensuring that all online content is accessible to persons with disabilities. The checklist is helpful before a file is created, to demonstrate compliance after it is complete, or to approve a file before posting.
The Section 508 checklist identifies 63 criteria for compliance. Criteria address the use of embedded images, the provision of full text transcripts for audio and video files, provision of either open or closed captioning, and synchronization of text alternatives. The checklist also addresses alternatives when color is used to convey information, issues related to contrast ratio, and the appropriate definition of rows and columns when files contain tables.
Criteria also include consistency of content and functionality between original documents and text-only versions, and the availability of plug-ins or scripts when components are not readily accessible. The ease of moving across links and the time a user is allowed to access content are also among criteria included on the compliance checklist.
