As of July 2015, Canadian Radio-television and Telecommunications Commission requires a basic cable package to include all networks licensed by CRTC, regional or local broadcasters, CPAC, educational broadcasting services such as Knowledge Network or TVOntario, and many others.

CRTC announced in March 2015 that it requires all cable companies to offer a stripped-down basic cable package and to offer customers options to pick-and-pay only for channels or small channel bundles that they desire. CRTC has set December 2016 as the deadline to enforce this regulation across all cable companies. The new regulation gives greater control to customers over their cable packages.

The regulation caps the pricing for basic packages at $25, as of 2015. The basic package includes mandatory channels and local stations. Mandatory channels include channels such as educational channels, CPAC, TVO, APTN and accessibility channels. Customers have an option to include PBS and up to four other American affiliate channels. Fox, CBS, ABC and NBC are four American affiliate networks that customers can choose.
