Picasa is a Google product and is available for free at picasa.google.com, as of 2015. After installing Picasa, open the program and click the webcam icon, located in the toolbar at the top of the screen. A dialog window opens to detect your webcam. To take a photo, click on the tiny icon of a camera at the bottom of the dialog box. Picasa also offers photo editing options, along with the ability to take pictures and video.

Webcam Toy allows you to take pictures with a webcam without installing any software. Load WebcamToy.com in any web browser and click on the button labeled "Ready? Smile!" A page loads with a button labeled "Use My Camera." Click this button to allow the website to detect your webcam. Once the site has detected the webcam, click the small image of a camera in the lower right-hand corner of the screen to capture a picture.
