While Jetpack devices can be purchased independently of a contract, monthly service has to be established with Verizon before they will function. Generally, customers must go to a Verizon store to get a SIM chip for the phone and have a number assigned to it, though it may be possible to complete this process online and receive the SIM chip by mail.
