As of March 2015, seniors and low-income people can apply for free SafeLink cell phones on SafeLinkWireless.com. The phones are offered through the U.S. Federal Government Lifeline program.
Applicants must be at or below 135 percent of the federal poverty guidelines or be participants in certain assistance programs. Qualifying state programs are listed on the website. Proof of income must be submitted with the application. Per FCC rules, participation in any other Lifeline program is not allowed but current service can be switched to SafeLinkWireless. Only one free Lifeline service is allowed per household. Some states and territories are not included in the SafeLinkWireless offer.
