Applicants can also specify and later confirm their net household size and total income. Larger households with lower incomes are more likely to be approved.

Users then set up their accounts by entering their names, emails, addresses, six-digit pins and the last four digits of their social security numbers. Either English or Spanish can be chosen as the language of preference during this step. Users are then asked to review the information entered. Finally, users are given an address to send physical proof of eligibility to, usually in the form of a governmental subsidy certificate or bank statement.
