Children under age 17, active military, disabled veterans and mentally disabled people under doctor's care or with a licensed family member are allowed to fish for free. Non-residents who want to fish in fresh or salt water or in multiple locations pay the highest license costs. Fishing licenses can also be combined with hunting licenses to reduce costs. Commercial fishing licenses have higher fees and are more restrictive than recreational licenses.
