To create an account with the Firearms Services Bureau, you need an e-mail address and a valid driver's licence, state ID or FOID card. You must enter your personal information and provide an electronic signature.

Once you have an account, you can access the firearms owner ID card application. Print the application out, and fill in the required information. If you are under 21 years of age, a parent or guardian must also fill out part of the application and provide a signature. With the application, you must also include a check or money order for $10 and a picture of yourself from the shoulders up. Mail these documents to the address listed on the application, and the Firearms Services Bureau mails the ID to you within 30 days upon approval.

The application fee is non-refundable, regardless of approval. Anyone legally forbidden from purchasing a firearm or possessing firearms or ammunition is ineligible for a firearm owner's ID card.
