If you check the classified section of your local newspaper it may be possible to find puppies for free, but remember how much of a financial commitment even a free puppy can be. It is unlikely that a free puppy will have all of its shots, and it will most likely need to be neutered. If you don't have money for an adoption fee it is unlikely you will be able to afford the veterinary care and supplies necessary for a new puppy.
