In a mixing bowl, combine 2 cups of whole wheat flour, 1 cup of rolled oats, 1/2 cup of nonfat dried milk, 1 tablespoon of dried parsley and 1/2 teaspoon of salt. Stir to combine the dry ingredients, and then add 2 large eggs and 1 cup of peanut butter. Either smooth or crunchy peanut butter is acceptable. Stir the eggs and peanut butter into the dry ingredients until the mixture is crumbly.
Add about 1/2 cup of cold water to the mixture, using more or less as necessary to form a dough that holds together. To make round cookies, roll the dough into walnut-sized balls, and then flatten them with the bottom of a glass. To make rolled cookies, roll the dough to about 1/4 thick using a floured rolling pin. Use a cookie cutter to cut the desired shape.
