The vinyl section of peelable wallpaper comes up fairly simply, but it leaves behind a paper backing, Lowe's states. This must be removed with a liquid stripper combined with water.
Removing washable wallpaper is more of a challenge because it is coated with a plastic film, reports Lowe's. Score this covering with a sharp tool. Spray the paper with water, and wait 10 minutes for it to penetrate. The wallpaper is now ready to be scraped with a putty knife.
