Remove metal or vinyl blinds from the window while in a rolled-up position. Bring the blinds outside and open the slats to a horizontal position. Add dish soap to a bucket of warm water. Use a car-washing brush to clean the slats from side to side. Turn the slats over and repeat the process. Rinse the blinds thoroughly with a garden hose, then hang them from a towel rack or clothesline to dry.
