Wrapping a frozen pipe in material and pouring hot water on it is one way to thaw pipes quickly. This may need to be repeated a few times.
There are a few ways to thaw the water line, but steps must be taken to ensure further damage is not caused. Make sure the water is running before trying any method to melt the ice. A heat lamp may be placed near the pipe to dislodge the ice and get the water running again. There is also specially made tape that heats up and can be wrapped around the pipe. After the pipe is thawed, make sure the pipes are insulated to prevent this from occurring again.
