Local government agencies provide free sandbags to community residents prior to a heavy rainstorm. Typically, sandbags are available at fire stations and public works offices.
Government agencies may only provide empty sandbags. Some may also offer sand. If so, residents should bring a shovel with them when picking up the sandbags. The government may impose limits on the number of sandbags a resident can have. In addition, individuals may need to provide identification in order to demonstrate proof of residence in the community.
Prior to an expected heavy rainstorm, government agencies publicize the availability of free sandbags on their websites and also through the media.
