To open and start a new liquid soap dispenser, remove any packaging, and gently pull the nozzle side to side to see if it unlocks. If the dispenser does not unlock this way, push and turn the nozzle until it unlocks. Try turning it with both clockwise and counter-clockwise motions.
There is often air in the pump upon first opening it. To clear any air, press the pump until soap comes out. Some liquid soap dispensers have an arrow on them directing the initial turning motion required to unlock it. Manufacturers sell soap dispensers closed to avoid spilling any soap during shipment and sale. To close a soap dispenser for traveling, use the opposite motion as that used to open it.
