To change the belt, turn the vacuum over so that the bottom is facing up. Then turn the upper latch counter-clockwise and slide the lower latch to the unlock position to remove the bottom. With the cover off, remove the used belt from the brush roll and then the motor shaft and finally put the new belt on in the same order.
Changing the belt on models like the Hoover Elite Supreme Upright is slightly more time intensive, as the top cover must be removed in order to change the belt. In addition, the bottom plate must be pried off with a flat screwdriver to access the roller brush. This is to ensure that the roller brush can spin freely after the new belt is installed.
