According to Fabulessly Frugal, it is easiest to make a flower from felt. Cut out seven circles of the same size. Fold five of the circles in quarters, securing the corner with glue. Glue four of the quarters to one of the remaining circles so that the outer edges are loose, creating the petal. Glue the fifth corner in the center. Secure the flower to the headband by applying glue to the bottom, placing it against the headband, and using the final circle to secure the flower in place.

An alternative to the felt flower is one cut into a flower shape. Cut three flower shapes in diminishing sizes and glue together so that the petals don't overlap. Cut a small circle out of orange or yellow and glue to the center. Decorate with beads or sequins. Cut out a leaf shape from green felt and glue so that it shows from behind the flower. Glue to the headband with a smaller circle in the manner described above.
