You can check Playstation network status online at Playstation.com by clicking the PSN link near the top right of the home page. The site displays routine and scheduled maintenance descriptions and time and date information on the PlayStation Service Status page.
To report network failure unrelated to scheduled maintenance, contact Playstation by clicking the Contact Support link under the Support heading at the top of the home page. Contact options include Twitter, live chat and telephone. Live chat support is available Monday to Saturday from 5 a.m. to 10 p.m. PST and on Sunday from 6 a.m. to 8 p.m. PST. Troubleshooting, self-help and YouTube Playstation support links are also available on the Contact Support page.
