The California Labor and Workforce Development Agency was founded in 2002 as a cabinet-level agency that oversees agricultural labor relations, employment development, public employment relations, unemployment insurance appeals and workforce investment in addition to industrial relations and employment training. The agency's goal is to protect and improve the state's workforce.
Headquartered in Sacramento, the agency maintains seven major departments, each specializing in a particular aspect of labor. The Workforce Investment Board's mission is to aid the governor in establishing workforce policies. The Department of Industrial Relations manages safety issues and violations, apprenticeship programs and work permits. The Employment Training Panel connects employers with certifications and training that improve workers' skills.
The Employment Development Department manages CalJOBS, a full-featured website where jobseekers can submit applications and employers can post openings. The department also handles unemployment and disability claims. The Unemployment Insurance Appeals Board rules on challenges to unemployment decisions.
The Agricultural Labor Relations Board provides processes for protecting the interests of employees, employers and labor organizations in the agricultural industry, including dealing with job security and safety issues. Finally, the Public Employment Relations Board oversees the collective bargaining statues that govern public employees, including state, public school and trial court workers.
