According to the 2010 Siena College Research Institute's survey of 238 presidential scholars, Andrew Johnson is the worst president in American history. Also at the bottom of the poll, but just slightly higher than Johnson, were James Buchanan and Warren G. Harding, respectively.
The 2010 poll was the fifth such poll released by Siena, and the second consecutive poll in which Johnson received the lowest rankings from scholars. In each of the five polls, Franklin Roosevelt received the most votes for best president in history. In fact, the top five in each poll have remained the same, with Theodore Roosevelt, George Washington, Abraham Lincoln and Thomas Jefferson following Franklin Roosevelt in the rankings.
