Rogaine does work on receding hairlines. Rogaine works by reinvigorating hair follicles to promote hair growth. The active ingredient in Rogaine is minoxidil. This substance enlarges shrunken hair follicles, allowing new hair to grow. Additionally, minoxidil increases the size and thickness of existing hair.

For Rogaine to work properly, it must be applied to the hair twice a day. In addition to the hair growth solution, Rogaine has a line of shampoos and conditioners that also contain minoxidil. These products enhance the effects of Rogaine because the more minoxidil is added to the hair, the better the results are.

The primary cause of baldness is the shrinking of hair follicles. Hair follicles shrink for a number of reasons, such as high hormone levels. When follicles become smaller, there is not enough room for the hair to properly grow. Consequently, the only way to regrow hair is enlarging the hair follicles enough to allow hair to grow.

Shrinking hair follicles also affect the hair growth cycle. Hair grows in three phases: an active growth phase, a transitional phase and a resting phase. When hair follicles shrink, only part of the process of growing hair occurs. This leads to thinning hair that covers less area.
