Chop 1 red bell pepper, and prepare 1/2 cup each of chopped red onion and chopped cilantro. Mix the ingredients together in a bowl. Squeeze the juice from 2 small limes into another bowl, and stir in 3 tablespoons of olive oil; 1/2 teaspoon of cumin; and 1/4 teaspoon each of garlic powder, black pepper and cayenne pepper. Incorporate this dressing into the salad.
