Many people consider running a 10K race in less than 45 minutes as a good benchmark. However, the average time it takes a person to run a 10K depends on age, gender, level of running experience and level of fitness.
People running a 10K race should grade their performances by comparing their times to others of their gender who are in a similar age group. Beginners may be better off competing only against themselves. Their primary focus should be to finish the race; once they have accomplished that, they can compare times in subsequent 10K races that they may run.
