Follow the tomato soup recipe from the Diabetes Forecast magazine by frying 1 diced onion, 2 diced celery stalks and 1/4 cup of diced fennel in 2 teaspoons of olive oil for approximately six minutes. Cover the saucepan, and allow the vegetables to cook gently for three minutes. Pour in 1 1/2 pounds of diced fresh tomatoes and 2 1/2 cups of low-fat, reduced-sodium chicken broth. Simmer the soup for approximately 25 minutes before blending it until smooth. Reheat the soup, and stir in 3 tablespoons of half-and-half, 2 teaspoons of butter and 1/3 cup of chopped fresh chives.
