You cannot order free samples of chewing tobacco. Federal law places strict limitations on the ability of tobacco companies to distribute free samples of cigarettes and smokeless tobacco products, including chewing tobacco.
The Family Smoking Prevention and Tobacco Control Act of 2009 effectively ended the practice of companies offering free samples of tobacco products by permitting them to do so in only certain narrowly defined adult locations and events. However, many states further regulate these locations. This act permits state and local governments the authority to enact even more restrictive measures to limit the ability of tobacco companies and retailers to distribute free samples of tobacco products. The law does not contain a provision that allows consumers to order free samples of chewing tobacco.
