Although individual requirements vary by state, Lifeline phones are generally available to individuals with incomes at or below 135 percent of the federal poverty threshold who participate in government assistance programs. Some of these programs include Medicaid, the Supplemental Nutrition Assistance Program or the Supplemental Security Income program.
Program subscribers must demonstrate proof of eligibility and income in order to participate in the SafeLink program. In some states, SafeLink maintains a database of eligible participants. Participation in the Low-Income Home Energy Assistance Program, Temporary Assistance to Needy Families, Head Start or the National School Lunch Program also qualifies individuals to receive SafeLink Wireless service.
