The MDOC is obligated by the Michigan Legislature to keep offender information on the OTIS system for 3 years after an offender is discharged from MDOC care. The OTIS system is a matter of public record, and anyone with Internet access has the capacity to view this information. It is important to also note that any offender sentenced prior to the creation of OTIS does not have their information in the database.
