The DOC in several states partners with OffenderConnect to allow offenders to connect with their families and friends outside of the facilities and to pay for approved services while incarcerated. The participating correctional facilities allow the offenders to set up personal inmate accounts on OffenderConnect. The families of the offenders may deposit funds into the inmates' accounts. The site accepts funds using debit and credit cards. The Trust Fund account allows the inmate to call approved contacts and purchase inmate packages and approved services within the facility.

OffenderConnect offers phone services to family and friends with loved ones incarcerated in facilities that use services provided by GTL, VAC, PCS, DSI-ITI and TouchPay Holdings LLC. Depending on the corrections facility, the families of offenders may make Advance Pay or debit accounts. The inmate may also fund an inmate-managed account himself and use it to pay for phone calls to family and friends. The prepaid service also allows offenders to call loved ones collect, with charges billed to the account holder’s phone bill.
